OK..Here goes. The lighter spring allows the weights to move at low RPM's this give you a quick advance from idle to about 1200 RPM. The heaver spring then slows the rate of advance so that you won't over advance as the RPM climb. Remember that the distributoristurning at HALF the speed of the engine. Your engine manual will tell you the static advance. i.e the advance at idle. Then it will tell you the curve. i.e the rate of advance to full advance.
The best way to do this is to put the distributor on a machine and try changing spings untill you get the curve correct.
On the other hand the absolutly best way is to buy an electronic ignition for about 230 buck and be done with the whole mess.
