Exaust thru hull

Hi guys
This may be a stupid question but what is the hose running from a thru hull and going to the exaust right where it exits the boat at the transom all about?? She is an '83 23' sport fisherman fly bridge. I have never opened the thru hull valve and it was closed when I got the boat. Any ideas?
